Because some people feel that they resemble fawns, their bodies are usually quite delicate, and when they lie down they often look rather like tiny deer.  It's a description of how a particular chihuahua looks, but it is not a separate breed of chihuahua.  Some people also believe that the dog's temperament is determined by their physical description, opinions vary both ways, in my experience every chihuahua is different, and generalizations don't hold up if you have a large enough sampling.

It is also a term used by some breeders, usually in an attempt to get more money for the dog because it is 'rare'.  That I do take exception to, terms like teacup, deer, apple-head, miniature, etc. when used to elicit more money than a 'normal regular' dog would sell for is just plain false advertising.
