how old do you have to be to get a tattoo in the states of Nevada and Oregon?

I live in Oregon and you have to be 18 to get both tattoos and piercings without a parent.

i think that you should be able to get a tattoo at any age if you have a parents consent

i live in sin city nevada and you have to be 18 for both also
