a voltage source, a ground path and a small air gap between wire w/ voltage and grounded wire. the air gap gets larger as the voltage increases.

you can have voltage to voltage arcs if they are diferent phase.

reverse a transformer, and you'll amplify the volts to caus a spark between the 2 wires (air gap)
