At least in Texas where a SS no is required for getting a driving license it might seem impossible as F2 spouses do not receive SS Nos.
However there is a workaround . At the DMV they have a particular affidavit form (I don't remember the no) which you can fill stating you are a F2 spouse and ineligible for a SS No and they will allow you to apply for a license without the SS No

My husband and I had f1 and f2 visa until may 2005 but now He has the optional practical training and I don't know what is my status, because I don't have any papers that states that    I have an extension of my visa. And I couldn't obtained my license driver because of that.

W7 - Yes! All dependent visa including F2 are eligible to apply for tax identification number. They must apply at the time of tax return submission. Note that state return do not require to put tax identification number of non earning spouse.

Driver license - Some states do not allow driver licence for F2 visa. Some states do allow. Please check with your corresponding state.

yes I think F2 Visa are eligible for form w7 and should obtain driving license within the United State
