hello, i have code for JPEG encoding part in
MATLAB. Now my question is how we decode the
recieved information in the form of 1 and 0.

If u have encoded the image or text data and found most optimized bit stream.  This data should be placed in a queue and starting from MSB of stream check bit combinations and refer to table already used for encoding the data in bit stream form and match code words with table for DC and AC reconstruction separately.
