Hurricanes are identified by cyclonic circulation (generally have an "eye") and curved "feeder bands".  They are organized storms/low pressure in the tropics that are not associated with a synoptic frontal system.  They are catagorized by their estimated wind speeds based on observations or satellite imagery.

hurricanes are catagorized as 5 specific files based on the mph of the storm's wind factor.Using satilites as a guide [instead of  crazy suicidal man missions] to see the mph of the wind near the eye of the storm. this is much better than on the outside of the storm.
