I have a brown tattoo I would like to replace it with a purple flower on top of it would the color still show up purple?

I think get a tattoo is not a big deal like if u going to died. I am 14 my parents let me have a tattoo. but here in long island they say it is the law to get one u must be 18 or older and u have to have id

you can cover black with white if it's decent ink
