I was told that in order to breed two chihuahuas that the male HAS to be smaller than the female.  Is this true?  I was also told that if the male is NOT smaller, that the female will have extreme trouble with delivery, possibly a cesarean.  Fact or fiction?

Not true.  It is indeed not a good idea for a 6 pound male to impregnate a 3 pound female, but then again any female under 4 to 4.5 pounds shouldn't be bred in the first place, too dangerous.  The male should be reasonably close in weight to the female, which is another reason why females who will not be bred should be spayed as soon as they reach 5 or 6 months old.  If they should get loose or a male dog gain access, it could be disastrous, indeed requiring a caesarean or even an abortion if the identity of the male cannot be determined (not good to risk uterine rupture).

Yes, that's how the breed stays close to standard, the gene pool is kept small.

All pure bred dogs are interbred to some extent, that's what helps keep genetic defects out, but also can reinforce certain problems.  It's a trade off.
