Does the tapping of am artifact such as: damping matrix, winter orb, howling mine, or any other global artifacts, will turn the artifacts off or stop there effects until they are untapped?

All artifacts have been errated to actually say that they turn off when they are tapped. You should check the oracle for the most current wording of a card. Cards like winter orb and howling mine specifically say that they will not work when tapped.

and go the oracle, and look up the artifact in question. Damping matrix will not turn off.. there are only like 5 or 6 that actually do..
