Is either a food or contact allergy. Feed the dog a diet or 50-50 boiled/drained ground beef and boiled rice for at least 3 weeks. If no progress, try a dog food with fish, venison, or bison, or find a food with no wheat, corn, or soy. Corn is a big allergy problem for Cockers.

My cocker also gets exactly what you described, I switched her dog food to sensitive skin formula, and have a spray of allercaaine for HOTSPOTS.. It's been amazing the difference, without the costly vet!!
