is air pressure stronger than water pressure?

Pressure is pressure period. Sealed housings may be more apt to leak at lower air pressures that water pressures giving the impression that air is "stronger". Water has surface tension and is a much bigger molecule.

air is stronger than water because if you take a postcard wet it then put a plastic cup of water on it then let it go in a couple of seconds you'll see air is keeping thre water up.
