how much is an illegal u-turn.

Ok, I was driving West on Hillcrest Road, in Medford, Oregon at around, 8:10 at night. It is a country like setting and or urban area. I come across passing were I needed to turn so I slowed down to were I put my car in 1st, I pulled slightly to the right and looked ahead of me and behind me for car lights, which I saw none. I turn around at a slow but constant speed, and  fully turn around with out having to back up and cause traffic so be stop or alarm to drivers. I continued on the road, and drop off an passenger, I returned down that road as the Officer was driving up he then turns and his lights with he spotter and Turns around to approach my motion less car as I sit there waiting for him to fully turn around and come to my window.  That night there were no cars on the road of which I was on and I felt that the U-turn was safe and ordinarily.  What is your opinion?
