The grease in your 8 track has frozen the heads in place.  You have to take the entire head assembly apart with tiny wrenches....sigh...a real pain!!! Then clean off all the old grease fromm the 70's and coat the metal rod(s) that the head travels up and down on with oil!!  Careful!!do not put oil on the tape head or the capstan!!  just use alcohol and swabs on these!!!  This is a complicated job!!  Took me all night for mine but now it works like brand new!!!
good luck!!!
