First thing I would do is take her to the vet for a checkup, it could be nothing but if it is something that needs treatment the sooner the better. Without seeing it, it's nearly impossible to give an opinion.

My chihuahua had these scabs on both ears. I cleaned it with peroxide and rubbed neosporin on it for moisture. The scabs disappeared in a week.
