Does anyone know the answer to the following question:

Someone buys custom made dishes in Italy (value: approx. $5000.00usd)

The dishes were shipped direct from the mfg. to the customer in the states and arrived
defective. The dishes needed to be returned to the mfg. Upon the return, the U.S. customer
was charged duties and VAT. Is this customary when the cargo was returned due to
a defect? This means the dishes cost the customer approx.$2000.00, which they
will never have.....
