Not much you can do in most cases.  Some females are just that way.  But in some instances I have seen females who wouldn't breed until one or two days before their heat ended.  Just try it once every other day at first, and then at least once a day when her heat is winding down.

She should be ready about 2 weeks into the heat, also she will flag her tail when she is ready, if she isnt flagging, shes not ready. Or you could be past the prime time to breed her

Simply because the timeing isnt right she will when shes ready. If the male dominated at first he definately wont now.

when we werer breeding our girl we have went threw 3 heat's waiting on her just for the right moment. this time we did it,well she did. the same thing happend with my boxer. they are also prone to haveing false pregnenceys as well. mine did in aprile. but i found out the hard way a female will not breed unless she wants to be bred. NO MATTER WHAT.so i sugest to start putting her around a male around the 10 day and aventually she will exsept. and let them breed as offton as she will let him.( the more time's the better chances for a good litter.)

she shouldn't fight a male thats tryin to bone her, if shes in heat. make sure she is in heat.if she isn't then wait till she is. if she is in heat and is still fightin him u should try to get the 2 dogs together more often, socialize them, let them play. then she shouldn't want to fight him anymore. unless its just a problem with havin sex. in that case, i don't think youll be able to breed her.
