My family had the same problem. My mom bought two Shetland Sheepdogs and the breeder said that she would send the papers to my mom. The breeder kept delaying, until my mom said to hand over the papers or she'll call the kennel club that the puppies were registered under. By the kennel club's law, the breeder has to give the papers with the puppies, immediately when bought. So call the kennel club or whatever your pup is registered under and see what they say. There is almost always a law about that. I hope that helps. Good luck!

Contact the national breed club, and the AKC or Canadian Kennel Club, or whichever is the national club where you live. Probably the breeder does not have the papers, either because they breed a dog that came with no registration or has limited registration. Report the breeder to the national breed and national club (i.e. AKC).
