How old are Chi's before their ears stand up all the time?

Usually by 12 weeks, but do not give up hope quite yet.  You can strengthen them by gently rubbing them back and forth against their heads.  If they look like they've had a bad face lift, That's Too Hard.

Ears often droop temporarily when the baby teeth begin to fall out, usually they will recover.  Only one ear may do this, don't let it phase you.

If the ears aren't up at all by four months or so, you've got a floppy eared chihuahua.  The dog doesn't care, the only real issue is that they're not eligible to enter the show ring.  If you bought the dog from a reputable breeder and said you wanted a show dog, they should have offered to exchange the pup if it turns out to have a disqualification like this.  Else, just love it.  Tell people who ask "S/he's a rarity, a floppy eared chihuahua", most people will be impressed and those of us who know will give you a little wink and a smile.
