If i have a Black Vise in play, can my opponent cast spells...

If i have a Black Vise in play, can my opponent cast spells that target nothing, for example counter spell, just to get rid of cards and avoid taking damage?

A spell or ability can only be announced if it has ALL legal targets at the time you announce it. (EG: If there is only 1 land in play you cant cast plow under)
Counterspell requires that its target be legal on announcement just the same. You cant even announce counterspell if there is not a spell on the stack waiting to resolve. You cant cast dark banishing if they got no creatures in play, you cant cast shatter with no artifacts in play. Same thing....

on a side note...they can cast hydroblast in response to the vise, targeting the vise, since pyroblast does not require the spell to be red as a requirement of targeting. It only checks the color of the spell when it resolves. Watch out for wording like this....

well u could cast a counter spell to counter itself, it is a target. If only the counter spell counter spells.

Actually you need to have a valid target when the counterspell is being announced. It is not a spell on the stack until announcement is over. A legal target for counterspell must be on the stack at the time announcement is going on (which is to early for the counterspell itself to be considered a spell on the stack).
