I'putting a service panel in my basement. what to know how far to put it off the floor.

6 feet is standard

48" min to 72" max to the center of the meter.
check with your local utility company or electrical county inspector.

Use a comfortable height. National Electrical Code ( I don't think ) sets a height. Most use eye level.
