I have a similar question. I found the gnuPG implementation which is free and will, at first glance anyway, do everything I need to impleemnt pgp on any system but it looks like there is a lot of leg work involved in getting it working. I was looking for something already made-up for under $100. I found PentaWare for Windows (http://www.pentazip.com/pw/PentaSuite_Security.htm) but nothing out there for HP-UX.
