I have a 1988 Dodge Aries, and lately if I make short trips and I don't let my car sit for a period of time the engine will shake like crazy and a lot of smoke will pour out of underneath the hood when I start it. It has been doing this for about a week now, but today when I went to go start it, and I wouldn't start at all. It is turning over, but it just won't start. I also am having a problem with the alternator belt, I have replaced it three times in the past five months. Can someone please help me!?

Get a new car.  Obviously, your car is too old to run.  Your car is also made by Dodge so it should have failed you a long time ago.
