how would you house break a dog from eating out of trash...

how would you house break a dog from eating out of trash cans when i am not at home

Put the garbage can somewhere the dog cannot get to it, such as the garage, or the best thing to do would be to crate your dog while you are gone, or at least confine it to one room of the house.

I have trained my dogs with red (cayenne) pepper... they have big bottles of it at Sam's/Costco.  You need to start sprinkling it in the top of the garbage in the can (lots of it - make it look red) and in the bathroom, etc. trash cans sprinkle it in there too if the dogs gets in there.   It's going to take her a few times of getting into it to decide she doesn't want to anymore.  Then, after she stops getting into it, bait her.  Sprinkle the red pepper all over and throw some paper towels or toilet tissue on top of it where you can't see the pepper.  Then she'll think that it's okay to get into it and then regret it.  You'll have to do that a few times, too before she'll learn.  After she stops, you may have to retrain her once or twice, but it should do the trick. If you do have to retrain, then do the latter... only bait her.  Put it in the can and cover it up.  If it's on the top, she will only look for that.  You have to teach her that when she gets into it, she won't like it.
