My husband has a H1B (work visa) and I have a H4 (dependent on his visa), we live in Virginia, USA.
The problem is that I can't get my driver's license because I don't have enough documents to submit to the DMV.
I talked to the INS (now CIS) and they told me I won't have more documents form them because I'm not an employee nor a student, not a refugee...
Do you know what I can do to get a driver's license? The DMV is very strict. thanks.

Go to the nearest DMV and talk to the manager and ask him to fax or email copy of your document to Richmond(if you live in Virginia) and after max. 3 weeks they send you mail about your case and if you provide every needed document for ex. I797 or approved driver license by your embassy... they will send you a mail which with that you can use it as your second proof of Identity.

Daniela,
I do not exactly know what documentation is required in your case. Assuming the The DMV has denied your application based on your inablility to produce a Social Security Number which is often the case. Proceed to the nearest Social Security Administration Office and request for a letter of denial and then submit along with your passport or Travel document(s) along with I-94 which is attached with your travel document. The DMV will issued the Driver's license until the validity date on your H1-b / H4. Good Luck

You can always show a proof of residence as a utility bill, proof of identity as a passport and visa, immigration document as ur husbands H1 petition.
Tell them you dont have SSN as u r not working here. VA DMV is far better than other State DMVs

My wife is in the same situation. Here in Georgia they accept something called L676 form issued by the Social Security Administration office (SSA) telling that she cannot get SSN.
