There are numerous variations of a .DAT file.  Without knowing the specifics (ie. which program created the .DAT file) I cannot recommend a conversion utility.  In general, if you can imagine the data in the .DAT file being represented in an Excel file in a logical and meaningful way, yes,  you could find (or design) a utility to perform such a conversion.

I am guessing that you mean an email attachment called "winmail.dat" created by a microsoft email application, that contains a rich text format version of the email text and any attachments that were sent with the original email.

The mimetype is application/ms-tnef.
#file winmail.dat
Transport Neutral Encapsulation Format ?neutral!=ms only?

On linux, download and install a tnef unpacker from:
http://sourceforge.net/projects/tnef
or an rpm package from dags repository at:
http://dag.wieers.com/packages/tnef/
or:
http://rpmforge.net/user/packages/tnef/

#tnef winmail.dat
#ls -l
should see original .dat and the unpacked attachment.

For the text message and attachments as well as file time/date/size info:
#tnef --verbose --list --save-body winmail.dat
remove --list to actually extract.

You can view message.rtf with eg:
openoffice.org writer.
