where in the state of California can a minor obtain a tattoo with a parent being present at the time of the procedure?? is it legal for a minor to obtain a tattoo even with a parents consent?

I also want to know where in Cali can a minor can get a tattoo. I know for fact my parents wont let me get a tattoo they wont even let me pierce my lip yet. Does it help I'll be 16 in September???
