problem:
   you have been asked to start a project in a language that neither you or team have used before. you find out that some aspects of the proposed system have a definite drop-dead date, though not all components are in this category. the users don't appear to be keen to be involved in the proposed system. you need to decide on a requirements completion and implementation strategy. Describe how you will go about this development and the factors that lead to your making this decision.
