Have you tried changing her food.  I have three yorkies, and feed them  premium "Royal Canin" especially for yorkies and they all have beautiful hair.  When we had our first yorkie she was losing her hair around her neck and her legs.  Once we switched her food to Royal Canin she and the others have no problems.  No vitamins are necessary because of the nutrional balance of the food. They have perfect health and I attribute it to the Royal Canin. It's sold at pet stores.  I buy mine at Petsmart.  Some groomers that carry a lot of stock also have it.
Good luck,
Patricia

No answer, but my 6 month yorkie weighs 4 lbs and her hair isn't growing.  She is also getting a lot of silver on her head & back.
