Yes, i believe that purebred German shepherds can have black spots on their tongue. My breeder friend, who breeds and imports v- and va- rated german shepherds of german lines once had a litter of pups and one of them came up with the black spots on its tongue. Strangely enough, the parents are champions and dated back to a sieger and siegerin. I also recently attended a german shepherd dog specialty show in town and one of the dogs in the bred-by class had black spots on its tongue. I talked to the handler and he said it does actually happen more frequently than you think, and its kind of hard to believe especially because most people think that they are chow or shar-pei mixes. Well I hope i helped you find your answer.

My German Shepherd Dog has black spots on his tongue, and he's about as German Shepherd as you can get.  It's just dark pigmentation, like freckles in humans.  It's nothing to worry about with regard to both health and pedigree.
