why it is appropriate to consider software to be more than programs which can be executed by end-users of a system?

There is really no simple answer to that question...but because software cost is broken up into 4 development stages: specifications, design, implementation and integration, These stages are measured separately but the system implementation and integration would be the most expensive of the development activity. You would want to consider the changing of software after it has gone into use...Software is always being upgraded once was is out the software engineers are working on another.

Because the importance of change is reflected in the distribution of software costs.  Estimates show that 65% to 75% of total software costs are subsumed in maintenance activities.
