I recently replaced the battery in my '92 gti and the stereo says "safe" when I turn it on. I'm assuming you've had a similar experience.

In my 1992 VW gti manual- I had to find a 4 digit code that I entered while pressing mode + scan. If you don't have the four digit code, a vw dealer will look it up for you, but you have to give them the serial number of the stereo and this may involve removing the stereo from the dash.
I've been having a lot of trouble programming mine and it keeps going back into "safe" mode whenever I try. Once this happens, it will no longer accept the four digit code until I leave the radio on for over two hours in "safe" mode so it can reset itself and I can try again.
I can't find the instruction manual for the radio and I don't know why it keeps going back into "safe" mode when I try to reprogram the radio stations. I have the feeling that this anti-theft mechanism has caused many of us to annoy dealership mechanics and I don't understand why vw doesn't post the instructions online potentially sparing us all a lot of grief.

you should have a code in your radio book there is a certain button that you have to push first for about 3 seconds you only have 2 tries to get it right or you have to wait another hour to try again
