How do I lock a file in PVCS through a batch file?

It should be automatic. The password will be in the batch file. There should not be any prompt for password.

How do I write such a batch file to lock files in pvcs?

lock a specific revision number (-r):
get -y -w -l -r%3 -cC:\CFG\%4.cfg -xo+eC:\PVCS_Manual_GET.TXT C:\%2

just lock the latest and greatest:
get -y -w -l -cC:\CFG\%3.cfg -xo+eC:\PVCS_Manual_GET.TXT C:\%2
