It does stand for Rather's Electric minstrels, and the song What's the frequency Kenneth, is from a story about Dan Rather being mugged and the muggers shouting "What's the frequency kenneth".  I heard this on Caey Casum's top 40 once...

i havnt got an answer but im gna agree with hueva sed rapid eye movement. i love rem loads and i avnt bin able 2 get tickets to there show when they perform at the nec :( i love them so much they rok!

The band is NOT "rapid eye movement."  I do not know the actual meaning, but I am sure it is not "rapid eye movement."
