Some puppies die, when is it safe to say that the chances for long survival is 90%.

If they survive the 1st few days, barring accidents, lack of care and disease, they should all live.

I was informed by a vet that it is 3 weeks

the puppies can only have a certain chance of living. it's either yes or no. you can't control a puppies movements or doings you can only accept the fact that there in a better place now.
