You can buy esblac or any just born puppy milk replacer. If you go to any pet store they will have either one of those. and then just buy small bottles that they will have by the milk replacers. And you can either lay the puppy on their back or you can just hold them upright. Some puppys wont take a bottle and they need to be tube feed though

DO NOT feed the puppies on their backs, as if you were holding a human baby.  They could choke or possibly drown.  
Feed them in a upright or "standing" position either on the ground, or in your arms to help keep them from wiggling around.

ok I have had two hand raise a litter of eleven before trust me there is a much easier why than what was stated go to wal-mart in the pet section you will see powdered milk replacer. About ten dollars go to the baby section get two preemie bottles Fix both bottles with about 3 Oz's. of water two teas. of powder let it set out about 15mins room temp. They will take to it. Best bet is to get about five different nipples for the bottles not all baby as in pups are the same. Put them on  your lap.tummy down YOU NEVER WANT TO FEED A PUP UPSIDE DOWN THIS CAN CAUSE GAS AND LEAVE THEM BLOATED THEY WILL NOT WANT TO EAT LATTER WHEN THEY SHOULD NEED TO EAT.hold there head in your hand almost in a cupping form to hold both sides of the face. (this gives the feeling of the real thing when puppies nurse they do it at the same time and feel close to something)take your pinky finger to the side of there mouth an insert bottle this may take time you must be passionate once you get them down pat every 2 hrs for the first week every 2-3 hrs the second week every 3-4 hrs the second week by this time they should be able to drink it from a pan. Start adding in some baby rice then by 5 weeks move them to puppy food in a can or kibble with some water or milk replacer DONT FORGET DRINKING WATER EAITH...

I found puppies and there mother a long side a road and i have to hand feed the puppies due to her lack of milk i have found that if u burp the puppy during feeding he is more likely to eat, feeding every 2 hours also helps if you hear a puppy crying its feeding time and rubbing a little tummy can help sooth him late at night

Can I feed similac infant formula to puppies that are 4 weeks old?..Will formula be to strong for them or make them sick?  Mother dog wont feed them.

The best thing obviously is to give them the milk replacer you can buy in a pet shop or in a pharmacy.
Anyway, in case you don't have it, you can also give them cow milk with just a tiny little bit of margarine and a little bit of sugar added to it. I mean really little bit. The milk should be warm as much as the milk you'd give to babies and you can feed them with baby bottle.
It is also very important to rub their bellies with a piece of warm wet cotton before and after you feed them. That is to help them digest the milk and have poop/whiz. Don't be surprised if they have it while you're rubbing them.
