My question is can fleas live in the winter time without a carrier.I have tiny little jumping bugs on the snow around my house! are these bugs fleas?

Fleas can only live in weather above freezing.  If it gets below 32 degrees for at least 3 days in a row, fleas cannot live in that environment.

yes they can. fleas are like cockroaches (theyre so hard to exterminate). but in the snow... im not sure what the bug is, just try not to get bitten or bring them into the house. if you have pets, make sure they dont bring the bugs inside either.

These little things are snow fleas, which are decomposers, but they can't bite you.

They are snow fleas.  They feed on vegetation, decaying tree bark and things of this nature.

No, fleas can't live in the open air in the winter without a host. They stay under the ground or in warm plants, so I don't what kind of bugs you are seeing.
