if my signal meter does not work when hooked up to receiver and lnb, is my problem a dead lnb??

The answer to your question can be found by disconnecting your meter from the LNB and verifyng that you have 13-19 volts that the receiver supplies, for the LNB to work. If the voltage is not present, the problem is a bad cable. If the voltage is present then suspect the LMB. A damaged cable is common with this symptom.
