I cannot find, on-line, a copy of the document written by the Universal House of Justice to the Baha'i world entitled (I think) Building Momentum, which I wish to study.

If you are a Baha'i, you can log on to www.usbnc.org.  The page that comes up has 4 boxes above the "What's New" header; choose the one that says "Five-year Plan Guidance Documents" and scroll down to "Building Momentum".
