Nobody owns the internet.  The internet was started in the early 90's by the government, mainly used for the military to access information quickly.  They dropped it not long after it was created, but a group of enthusiasts had heard of a new Microsoft Windows application called "internet explorer" a graphical interface to browse the internet.  Though nobody owns the internet, is it being controlled by Domain Registrars (mostly, in that they can black list anyone and anything they choose).

Al Gore supposedly claimed that he invented the internet - I think what he meant was that he "discovered" it.  Someone else must have led him to it, I doubt that he could have found it on his own.
