I have a 1989 dodge shadow turbocharged, the 2.5 liter, and the turbo climbs way to fast, in like 4th and 5th gear, and when it goes past 15psi, it will jerk for a split second, is this do to a wastegate problem?

No this is not a turbo problem. What happens is that the turbo is going into over boost. This engine should see no more than about 12 psi of boost. If the ECM sees an overboost condition it will momentary kill the injectors to reduce boost.

The reason your car is doing this is most likely because of a loose or missing vacuum line on the wastegate. Check your vacuum lines going to the turbo.
