I have been trying to launch a steel tube rocket approx. 12cm long by simply filing it with crushed party sparkler (black compund) with a sparkler for the wick. I then place the lit rocket into a slightly larger cylinder tube (approx. 40cm long) in the ground. The rocket wilI sometimes only just manage to pop out of the top or only reach approx. two meters high. How can I achieve beter results? Can I use gun power as the feul and if so what type?

there is a slower burning type of gun powder, suitable for use in rockets, but the best, and easiest solution would probably be to use candy propellant which is simply saltpetre and sugar. put "candy propellant" into a search engine- there is loads of info on the net. also try xinventions.com and go to pyrotechnics
