my little guy is 9 months old and all of a sudden his left ear flops over all the time.  The right ear stands erect like it should, but it's been over three weeks and the left one just won't stand up.  Is there hope?

By any chance is he losing the last of his baby teeth?  A chihuahua will often have one ear suddenly go limp when they are teething, then one day it's back up where it was, like magic!

At nine months, that's getting unlikely, but it could take a month or more to pop back up if that's what's going on.  One of mine did that, but at a younger age.

Is it possible the ear was damaged, stepped on, rolled over on, sat on?  Damage to the cartilage is probably permanent, your vet should be able to rule that out.
