CHP stated I was following to close the auto in front of me. When in fact I was going 65 on the Harbor Freeway and the auto in front of me began to slow down to a point of less than 60 miles per hour. It was at that point I reduced my speed quickly by down shifting my automatic yet the officer (CHP) came over from 4 lanes of traffic and said I was to pull over. I drive a black Jaguar S type so it had to be the car to meet his quota

Contrary to popular belief CHP officers do not have a quota. What probably happened is that the car in front of you slowed quickly in response to seeing the officer. This is a valid defense and you should have a reasonable chance of being found not guilty.
