My pitt bull terrier has a type of hives on her body and there not just dots there is lines to and it's under the skin. please help if you know!!!!

Hi, My pitt bull also has been suffering from a type of hives all over her skin, they are not raised and have no peticular pattern, and she has been itching alot as well, I took her to the vet who gave her a cortisone shot and a round of antibiotics (for a secondary infection brought on by all the scratching) . well the shot did nothing and the hives still remain. so i just started searching all over her body ,and really looking close at all of the skin under her fur and finally came up with a couple of fleas! my roommate and i have both done a quick check and found nothing thinking that her hair is so short that we would see them, even the vet and vet assistants missed them, her hives have gone away a little bit but she still itches and i could'nt say if the fleas even caused it ( i only found six ). you problem almost sounds mite related though, because of the line pattern,is she itchy? i have used Tee Tree Oil for certain problems shes had in the past ( it is a safe non toxic natural antiseptic ) there are parasites or mites that can burrough under the skin and feed on skin cells or blood, what have you tried so far?

my dog had red bumps with red lines under the skin to, my vet said it was either a alergic reaction, but probably a staff infection. he gave some oral meds. and medicated shampoo, to use once a week....possibly caught it from walking him where other dogs are walked to use the bathroom...
