Are there specific zones that chp with radar are allowed to operate in or can they set up anywhere? I was caught speeding in a rural area in a location on a blind turn that appeared to be very unsafe for traffic stops.

There are no rules except that a recent speed study is required. It appears that the officer was just guilty of bad judgement. Safety should be his number one concern, not the issuing of speeding tickets.

Do we have the right to look at the radar gun if we were caught speeding as proof and can the CHP catch us for speeding if we are behind his vehicle?

Seems speeding around a blind turn is bad judgement also.
