I was issued a running the red light ticket 21453 not for running the red light but actually stopping the length of my car past the white line. Way before even reaching the intersection.  Is this legal?

Yes, the requirements of 21453 CVC require a vehicle to be completely stopped prior to any limit line (the white line) or crosswalk prior to the intersection and if there are neither than to be stopped prior to to the intersection.

The fine for stopping past the limit line is the same as for running the red light.
