My shih tzu will lick up his urine if I am not watching him. He purposely looks at me before he starts to drink it. Any advice besides staring at him everytime he goes? He's already is 9 months old and is housetrained. He barks at door and goes out in my fenced in yard by himself if I let him.

I have a shih tzu that takes to the same habit, albeit in secret cause I don't approve of it. If your puppy looks at you before doing it, its probably cause e wants to know if you'd approve. So it wouldn't be a bad idea to say a loud and firm "NO" to show disapproval. Otherwise, it could be due to a wrong training habit, should use negative reinforcement - ie. a good spanking when he does it again, and a good treat on the days that he doesn't do it. Hope this helps.
