if a creature has protection from X and it attacks, assuming it has provoke, can it provoke X?

It can try, because the creature is targeted and untapped when creature with provoke attacks. Then when you go on to the "declaration of blockers" step, it will try to block the creature that provoked it. But since thats not legal due to protection, it will be free to block something else or nothing at all.
