i am framing my basement, so i need to know what is the proper height of my electrical outlets.

12" is the North American Standard.  42" for Light Switches.  If you're using a subfloor, measure from the height of the subfloor.

IN THE BASEMENT GO AT LEAST 12" FROM THE FLOOR TO THE BOTTOM OF THE BOX
