I want to know, according to the 802 sepc,do the ethernet frames order must be guaranteed?
A lan-wan bridge which transport lan data to two-E1 link, perfectly operate but it transport the one frame to first E1`and the other to second E1(in receive end,the ethernet frame's order is random). Is it allowed?

Yes it is allowed, Ethernet frames deal only with source and destination MAC addresses, they   don't care about order received in as long as the FCS (Frame Check Sum) passes the CRC (Cyclic Redundancy Check) then the frame is valid. In practice what would happen to the data encapsulated within the ethernet frame (most likely IP packet) depends on the protocol       that is being carried in it and whether it allows for out of sequence data, i.e if it was say RTP (Real Time Protocol - layer 4 OSI model) for an audio stream it would probably drop the segment as it would otherwise create an audio glitch in the received stream. The ethernet frame was still valid as a layer 2 component, the layer 3 packet was also valid, but the layer 4 segment was valid yet according to the protocol used was no good as it arrived out of sequence.
